I'm glad you like it.

The hair is handpainted in photoshop using a set a brushes designed for hair. I wish I could tell you where I got them, but I collect photoshop brushes like candy, so I'm not sure where I got this particular set. I know there are a lot of people here on DA that make their brushes available in the resource category though, so I'm sure there are some good brush sets there. The ones I use basically draw several lines at the same time, so I can block out a lot of individual strands quickly. The rest is just eyballing it.

The glowing effect is basically just another layer. I used the paintbrush at 50% opacity and painted white over the two characters, used a gaussian blur to make it soft, then set the layer to 25% opacity overlay. The sparkles are just lens flares (filters > render > lens flare. I used movie prime)

I'm sorry but I got one last question.... Where do you get the hair and do stores still sell them?
